A strike of gasoline workers is going on in Portugal and would affect your trip if you drive by a car and not prepared.
It is current in force and we don't know when it will end. The government may thinking about restricting drivers to a maximum of 15 liters of petrol or diesel at specially designated stations.

However, a little detour inland or/and get prepared before enter to the cities can be greatly helpful.
For Lisbon itself, Ajuda, Alcantara, Alvalade and Oeiras are the relatively safer area to find the fuel. However, always, please check this a real time map of the gasoline availability for your plan.
